The chat has four channels, each with its own tab: Global, Party, Match and Team. Type a command at the start of a message to pick where it goes; Tab completes it.

Command	Sends to
/g	Global
/p	Your party
/m	Everyone in the match
/t	Your team
/steam	A Steam friend
/discord	A Discord friend

Messages are up to 256 characters. You can mute players from the chat's players window, and chat has its own settings. The pop-out chat window can be embedded or separate (see Settings).
